Free tool · CJA panel counsel

Turn loose CJA time entries into an eVoucher-ready table.

Paste or key in your service entries. The formatter rounds each to the nearest tenth of an hour, tags it with the correct CJA-20 service type, totals the compensation at the 2026 panel rate, and hands back the exact CSV schema the federal eVoucher system imports.

Everything runs in your browser. No entry text is uploaded, stored, or sent anywhere.

Enter your raw time, get an eVoucher-ready table

Add each service entry below. Hours are rounded to the nearest tenth (six minutes), each entry is tagged with its CJA-20 service type, and the total is computed at the 2026 panel rate. Export the result as the documented eVoucher CSV, or copy the table into your voucher.

eVoucher-structured output

Add a description or hours to a row above to build your voucher output. The CSV header is always Date,Hours,Description,Service Type,Doc#,Pages.

How the numbers are derived

Format and rules, taken straight from the court's own documentation.

  • CSV schema

The download matches the eVoucher import format: a required header row (Date, Hours, Description, Service Type, Doc#, Pages) followed by one line per entry, with comma-bearing descriptions quoted.

  • Tenth-hour rounding

Counsel bill in tenth-hour increments; each entry is rounded to the nearest six minutes. The table shows both the value you entered and the rounded figure, so nothing changes silently.

  • Service types

Every entry is tagged with one of the twelve CJA-20 service-type codes eVoucher accepts (15a through 16e). You assign the code, and the tool does not guess a billing category for you.

  • Panel rate

The total is computed at the current CJA panel rate. Switch between the non-capital and capital schedules with the rate toggle above.

eVoucher CSV import is available in release 6.6 and later; the exact template and available service types can vary by district. Confirm your court's current import template before uploading, and review every figure before you certify a voucher.

CJA panel rate cited: $177/hr (2026 non-capital schedule, effective 2026-01-01). Source: uscourts.gov.

Common questions

CJA eVoucher time tracking, answered.

What does the CJA eVoucher time formatter do?
It takes your loose CJA time entries (date, description, hours, and the CJA-20 service type you assign) and returns the exact CSV schema the federal eVoucher system imports: the required header row followed by one line per entry. It rounds each entry to the nearest tenth-hour and totals the compensation at the current panel rate.
Does it change my billing figures?
Only the documented tenth-hour rounding, and it shows both the value you entered and the rounded value so nothing changes silently. It never guesses a service-type code for you: you assign each entry's CJA-20 category, so the tool makes no substantive billing judgment.
Is my time-entry data uploaded anywhere?
No. The formatter runs entirely in your browser. No entry text is uploaded, stored, or sent anywhere. Only an anonymous, non-identifying export signal is recorded so we can see how often the tool is used to completion.
Will the CSV import into my district's eVoucher?
eVoucher CSV import is available in release 6.6 and later, and the exact template and available service types can vary by district. Confirm your court's current import template before uploading, and review every figure before you certify a voucher.
